IF: What happens if someone receives a Marie Curie Fellowship, but the time when he or she would start it, the supervisor goes abroad or retires and at the university no one else wants to supervise the fellow?

A change of host institute is possible. The procedure however is not very simple since the project was evaluated and selected for funding by taking into account the host institution's characteristics. A revised version of the Part B (with details of the new host) needs to be evaluated internally, and possibly also by an external expert.
