IF: I am not married but in a 'formalised relationship' - am I entitled to the family allowance?

The Guide for Applicants specifies (GfA IF-2015, p. 17-18) that a family allowance 'will be paid in case the supported researcher has family obligations. In this context, family is defined as persons linked to the researcher (i) by marriage, or (ii) a relationship with equivalent status to a marriage recognised by the legislation of the country where this relationship was formalised; or (iii) dependent children who are actually being maintained by the researchers. This allowance amounts to: - 500€ / month.
The family status of a researcher will be determined at the deadline of the call and will not be revised during the lifetime of the action."
The 'legislation of the country where the relationship has been formalised' also encompasses both national and regional legislation. The annotated Model Grant Agreement gives the explanation for the Individual Fellowships on page 404
